Malaysia is initiating a comprehensive set of guidelines aimed at managing non-Muslim cemeteries, crematoria, and columbarium facilities across the nation. This effort focuses on establishing standardized procedures for the development and official approval of such facilities.
Updated Site Selection Criteria
According to Housing and Local Government Minister Nga Kor Ming, the Department of Town and Country Planning Peninsular Malaysia (PLANMalaysia) is crafting these new guidelines. Planners will need to weigh environmental considerations, safety standards, and community aspects prior to sanctioning any new cemetery or crematorium.
Avoiding High-Risk Locations
As outlined in the proposed regulations, no new facilities are to be situated in areas prone to flooding, landslides, or any regions that might harm local communities or the environment. The government aims to ensure future establishments are in safe and suitable zones.
Buffer Zones and Usage Restrictions
The draft guidelines include a mandatory buffer zone of at least 30 meters between crematoria and adjacent developments. While crematoria can be co-located with cemeteries or memorial parks, they are not allowed in residential, commercial, recreational, or tourism areas. Facilities that utilize diesel or oil fuel are restricted to heavy industrial zones.
Continued Planning Approval Necessary
Minister Nga reaffirmed that each proposed cemetery or crematorium must still secure planning permission from local authorities. Assessments will be conducted based on land suitability, available infrastructure, traffic implications, and technical input from relevant government bodies before approval is granted.
Case Study: Johor Crematorium Initiative
The minister highlighted a forthcoming crematorium in Pekan Endau, Mersing, Johor, marking the district’s inaugural cremation facility. Nestled within a 10-acre Chinese cemetery reserve, the crematorium will occupy 0.66 acres. The government reported that no formal objections arose from residents during the planning process, and approval was secured on April 16, 2026. Nga reiterated the ministry's commitment to ensure that upcoming crematorium projects adhere to legal standards while being sensitive to local community needs.
