The Philippines has embarked on a new diplomatic initiative aimed at fostering peace in Myanmar by facilitating a special meeting with key political factions from the troubled nation. This event aligns with the Philippines’ role as the current chair of the Association of Southeast Asian Nations (ASEAN), taking place amidst persistent violence in Myanmar with uncertain resolutions.
Held in Tagaytay, the meeting convened several pivotal political entities from Myanmar. Philippine officials indicated that the objective was to promote open dialogue on mitigating violence, enhancing humanitarian aid accessibility, and reigniting substantial political conversations. The discussions were led by Philippine Foreign Affairs Secretary Ma. Theresa Lazaro, who also serves as ASEAN’s special envoy concerning the Myanmar situation.
Lazaro emphasized the importance of open and constructive dialogue among participants regarding the implementation of the ASEAN Five-Point Consensus. Established in 2021 following the military coup in Myanmar, this peace directive advocates for an immediate halt to violence, inclusive dialogue, humanitarian aid, and ongoing engagement from an ASEAN envoy. However, real progress under this plan has been limited, with continued fighting in many regions of Myanmar.
Earlier this January, Lazaro visited Myanmar, meeting with top military leader Min Aung Hlaing, a meeting characterized by Philippine officials as positive and constructive. Notably, Myanmar's military government was absent from the Tagaytay discussions, as the attending groups explicitly requested to remain unnamed.
Since the 2021 coup, Myanmar has encountered immense instability, with initial protests escalating into a widespread civil conflict involving the military and various resistance factions. The humanitarian toll has been catastrophic, with thousands losing their lives and millions displaced. According to the United Nations, approximately 3.6 million people are currently uprooted, rendering Myanmar one of the most pressing humanitarian crises in Asia.
ASEAN’s attempts to mediate the crisis have encountered daunting challenges. While there have been slight improvements in humanitarian access, long-term peace has remained elusive. Malaysia, which held the ASEAN chair last year, engaged various conflict parties, hoping to foster dialogue. The Philippines now appears resolute in continuing these efforts as it begins its chairmanship.
The situation is further complicated by Myanmar's ongoing phased general election. Two voting rounds have occurred, with early results indicating robust support for a party affiliated with the military. The military claims that the elections will establish stability; however, turnout has been low, and critics denounce the process as skewed and aimed at perpetuating military rule. ASEAN has refrained from dispatching election observers, and several foreign governments have expressed skepticism regarding the election's fairness.
Some ethnic minority factions that participated in the Tagaytay meeting have voiced cautious optimism. One group acknowledged the discussions as a promising avenue and commended the Philippines for its early outreach to various stakeholders.
Despite significant challenges, the Philippines’ proactive approach indicates a renewed commitment from ASEAN to effectively engage with the crisis in Myanmar. The real test of these dialogues will depend on continued engagement, building trust, and a shared commitment from all involved to pursue peace.
