Former President of Guinea-Bissau, Umaro Sissoco Embaló, has been confirmed safe in Senegal after being released by the military which ousted him earlier in the week. This transfer followed mediation efforts by the Economic Community of West African States (Ecowas) to mitigate the ongoing turmoil in Guinea-Bissau.
The Senegalese foreign ministry announced that Embaló arrived via a chartered military plane late Thursday and is currently in good health. In the meantime, the military has installed General Horta N’Tam as the new transitional leader, who is set to govern for a year. This appointment comes just a day after the military took control, halting the electoral process and preventing the declaration of preliminary results of the elections.
The coup transpired amidst significant political strife, with both Embaló and his rival Fernando Dias claiming victory in the election held on Sunday. The military justified its actions by alleging that it was preventing a threat to national stability posed by unnamed politicians linked to a notorious drug lord. In response, a curfew has been enforced, and public demonstrations have been prohibited while soldiers oversee the capital, Bissau. Numerous local businesses remain shuttered as residents observe unfolding events with concern.
Located between Senegal and Guinea, Guinea-Bissau has a notorious reputation for political unrest and is recognized as a drug trafficking hub. The military has historically wielded significant influence in governance since the country gained independence from Portugal in 1974. Following the coup, several key political figures such as Dias, former Prime Minister Domingos Pereira, and Interior Minister Botché Candé were reported detained.
General N’Tam remarked post-appointment that the military's intervention was necessary to prevent actions that threatened democratic principles. Shortly thereafter, the military lifted the blockade on land, air, and maritime routes that had been enforced after the coup. Some civil society organizations have suggested that Embaló may have orchestrated a “simulated coup” to delay election results, a claim echoed by Dias, who asserted he had secured around 52% of the votes. Embaló has yet to publicly respond to such allegations.
During his leadership, the 53-year-old Embaló weathered several coup attempts, although he has been criticized for leveraging crises to stifle dissent. Both regional and global organizations have expressed alarm. Ecowas suspended Guinea-Bissau from its decision-making processes until the restoration of constitutional order, labeling the military's actions a “serious breach” of the constitution. The African Union likewise condemned the coup, demanding adherence to constitutional governance. UN Secretary-General Antonio Guterres conveyed profound concern, calling for an “urgent and unconditional reinstatement of constitutional order.”
Guinea-Bissau's legacy includes a history marked by political instability, with at least nine coups or attempted coups throughout the last fifty years. As the nation confronts this latest upheaval, the international community remains steadfast in advocating for a peaceful resolution and restoration of democratic governance.
