President Vladimir Putin of Russia is set to arrive in India on December 4 and 5 for the 23rd India-Russia Annual Summit, following an invitation from Prime Minister Narendra Modi. This notable visit aims to assess the status of bilateral relations and further deepen their “Special and Privileged Strategic Partnership.” Putin is scheduled to engage in comprehensive discussions with PM Modi and will also meet President Droupadi Murmu at Rashtrapati Bhavan, where a state banquet will be held in his honor.
The summit presents both leaders a chance to exchange perspectives on shared regional and global matters and plan future India-Russia collaborations. Initial announcements regarding the visit were made in August during National Security Advisor Ajit Doval’s visit to Moscow, although specific dates were finalized subsequently.
India and Russia have a well-established relationship that dates back to the Soviet period, characterized by strong economic ties, defense cooperation, and significant trade links. Russia has long been a leading supplier of arms to India, while India continues to be a major importer of Russian energy resources. The visit takes place against a backdrop of rising global tensions, particularly U.S. tariffs on India concerning Russian oil imports, which emphasizes India’s strategic balancing in foreign relations.
Previous engagements between PM Modi and President Putin this year have laid the groundwork for this summit. They had a brief discussion during the Shanghai Cooperation Organisation (SCO) summit in China, which lasted approximately an hour, and PM Modi recently conveyed greetings to Putin via aide Nikolai Patrushev during a visit to Delhi.
Putin’s trip to India is also notable as it marks a rare international journey amidst the ongoing conflict in Ukraine, during which he has considerably limited his foreign engagements due to an arrest warrant issued by the International Criminal Court. Given that India is not a member of the ICC, it is not required to arrest the Russian President.
As international attention sharpens, this visit could signify a crucial turning point for India-Russia relations, reaffirming substantial economic, political, and strategic collaboration, while illustrating India’s adeptness at managing complex global dynamics. The summit is anticipated to strengthen cooperation across defense, energy, and trade sectors, establishing India’s role as a vital partner for Russia in the Asian region.
Furthermore, this state visit signals India’s resolve to uphold strong strategic alliances and emphasizes the role of dialogue in fostering global stability amidst ongoing geopolitical issues.
