At a recent high-level gathering in New York, Qatar reiterated its plea for more effective humanitarian diplomacy aimed at safeguarding civilians impacted by global conflicts.
This event, organized by Qatar’s Permanent Mission to the United Nations in collaboration with the UN Office for the Coordination of Humanitarian Affairs (OCHA) and various international bodies, took place alongside the Protection of Civilians Week 2026.
Attendees included officials from the Democratic Republic of Congo, Norway, Sweden, the European Union, and numerous humanitarian organizations such as the International Committee of the Red Cross and Save the Children.
Focused on enhancing civilian safety, the meeting highlighted the growing and complex nature of global humanitarian crises.
In a pre-recorded statement, HE Minister of State for International Cooperation Maryam bint Ali bin Nasser Al Misnad emphasized that humanitarian diplomacy is central to Qatar’s foreign policy, emphasizing dialogue, peaceful conflict resolution, and adherence to international law.
Dr. Al Misnad outlined Qatar’s mediation strategy as a key element in its humanitarian approach, detailing an “integrated model” that combines mediation with immediate humanitarian support to improve aid mechanisms and protection initiatives in challenging conflict zones.
She noted the increasing politicization of civilian protection issues, particularly regarding the respect for international humanitarian law and the delivery of aid to affected populations.
Opening the event, HE Permanent Representative of Qatar to the UN, Sheikha Alya Ahmed bin Saif Al-Thani, remarked on the barriers to humanitarian assistance, highlighting that while civilians suffer from attacks, critical decisions on aid often occur far removed from the realities of the conflict.
She stressed the necessity of robust political and diplomatic actions at high levels to remedy these dilemmas.
Sheikha Alya also pointed out that humanitarian diplomacy has increasingly become vital for garnering political backing and incorporating humanitarian issues into global discussions.
Additionally, she reaffirmed Qatar’s steadfast commitment to mediation and humanitarian efforts across various regions, including joint initiatives in Gaza and support for peace in the Democratic Republic of Congo.
In response, UN Emergency Relief Coordinator Tom Fletcher called on the international community to leverage political clout and diplomatic efforts to enhance civilian protection, acknowledging Qatar’s collaboration with OCHA as integral to global humanitarian initiatives.
