Saudi Minister of Municipalities and Housing, Majed Al-Hogail, concluded a two-day official visit to China today. During the visit, the National Housing Company (NHC) signed several agreements and memoranda of understanding with major Chinese firms to support the plan to build 100,000 Saudi-Chinese housing units by 2030. The visit aimed to strengthen international partnerships in housing, infrastructure, and smart-city development.
During the trip, the minister held bilateral meetings with leaders from PowerChina, MCC, and CMEC to discuss cooperation in industrialized construction and modern building technologies. The goal is to speed up housing delivery and improve project efficiency. Progress on ongoing projects was reviewed, including 1,184 completed units with MCC and 1,824 units with PowerChina and Sinohydro, while both companies were invited to participate in building an additional 20,000 units.
Minister Al-Hogail also met executives from China Construction Seventh Engineering Division, CITIC Group, and CACC to expand partnerships in urban development and financing-integrated projects (EPC+F models). Two framework agreements were signed to deliver more than 24,000 housing units, along with strategic agreements to support the supply chain and local construction ecosystem through NHC’s SupplyPro digital platform. These agreements aim to enhance industrial localization, secure supply chains, and reduce construction costs.
Among the deals, a framework agreement with China Construction Seventh Engineering Division will deliver 20,000 units worth SAR 8.7 billion, marking the fifth joint project between Saudi Arabia and China. CACC was also invited to join the 20,000-unit program. CMEC and CITIC Group held additional talks to deepen their participation and promote local building materials and technology supply chains.
The minister said that implementing over 24,000 units is a key achievement of the visit, moving Saudi-Chinese cooperation from technical discussions to actual construction. He noted that the initiative supports the Housing Program under Saudi Vision 2030, aiming to raise home ownership to 70% by 2030, ensure sustainable real estate, and create local jobs and investment opportunities.
Minister Al-Hogail added that the ministry will continue expanding international partnerships through NHC to accelerate construction, improve quality, and link projects with advanced financing and reliable supply chains. He concluded that the visit is a significant step forward in housing and smart-city development, keeping pace with Saudi Arabia’s rapid urban growth.
