The Shura Council of Bahrain began its first meeting of the fourth annual session of the sixth legislative term under the chairmanship of Ali bin Saleh Al Saleh. This session marks a renewed commitment to legislative development and national progress. The meeting took place in Manama and reflected the Council’s ongoing role in strengthening Bahrain’s parliamentary work through dialogue, review, and decision-making.
Opening Address and Official Orders
At the beginning of the session, Kareema Mohammed Al Abbasi, Secretary General of the Shura Council, read out Order (30) of 2025. This official order called for the convening of both the Shura and Representatives Councils. She also announced Royal Decree (32) of 2025, issued by His Majesty King Hamad bin Isa Al Khalifa, appointing His Highness Shaikh Isa bin Salman bin Hamad Al Khalifa as Minister of the Prime Minister’s Court.
Leadership and Governance Continuity
Chairman Al Saleh expressed appreciation for the royal trust and extended congratulations to His Highness Shaikh Isa bin Salman on his new appointment. He emphasized that this royal decree demonstrates the continued confidence in Bahrain’s capable leadership. The appointment was seen as a step toward enhancing government coordination and advancing the nation’s administrative excellence.
Focus on Legislative Priorities
During the session, the Council reaffirmed its commitment to addressing legislative priorities that align with Bahrain’s national vision. The agenda includes advancing social welfare, economic reforms, and governance transparency. Al Saleh encouraged members to continue their diligent efforts in reviewing laws and regulations that support sustainable growth and the welfare of citizens.
Cooperation Between Shura and Representatives Councils
The chairman highlighted the importance of cooperation between the Shura Council and the Council of Representatives. He stressed that such coordination ensures balanced legislation and reflects the principles of dialogue and consultation that form the foundation of Bahrain’s parliamentary system. Both councils are expected to continue working closely to enact laws that enhance economic stability, investment, and social harmony.
Appreciation for National Leadership
Members of the Council expressed their gratitude to His Majesty King Hamad bin Isa Al Khalifa and His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister, for their continuous support. They acknowledged the leadership’s guidance in promoting unity, strengthening institutions, and ensuring that Bahrain remains a model of development and stability in the region.

The beginning of the fourth annual session marks a significant period in the sixth legislative term. It signals renewed energy and direction for the Council’s committees and members. Al Saleh urged all members to remain committed to their responsibilities, emphasizing that effective legislation is the foundation of good governance and social progress.

The Shura Council reaffirmed its support for Bahrain’s long-term development goals under the Economic Vision 2030. Members highlighted the need to advance policies that attract investment, create employment opportunities, and support innovation. The Council also emphasized its role in legislative oversight to ensure government programs meet public expectations and maintain transparency.
Chairman Al Saleh called for legislative initiatives that directly benefit citizens, focusing on education, health, housing, and employment. He stated that the Council’s work should continue to reflect the aspirations of the Bahraini people and contribute to improving quality of life. He also encouraged members to adopt new ideas and practices that enhance public sector efficiency and accountability.
The first meeting of the fourth annual session concluded with a shared vision of cooperation and progress. The Council agreed to continue discussions on major national issues in the coming sessions. Members pledged to uphold the values of loyalty, transparency, and dedication as they embark on the new legislative year.
