Sudanese General Dismisses US-Led Ceasefire Initiative as Conflict Escalates

Post by : Raina Al-Fahim

The civil war in Sudan faces a significant setback as General Abdel-Fattah Burhan, the country's leading military figure, openly rejects a ceasefire initiative from international mediators. Designed by the Quad — which includes the United States, Saudi Arabia, Egypt, and the United Arab Emirates — the proposal aims to bring an end to the violent conflict ravaging Sudan for over two years.

Key Developments

On Sunday, General Burhan released a video denouncing the ceasefire as “the worst yet,” claiming bias from the mediators. He argued that the proposal disproportionately benefits the Rapid Support Forces (RSF), the primary rebel faction, suggesting it would undermine the military by dismantling some security agencies while allowing the RSF to retain its power.

Understanding the Conflict

The conflict erupted in April 2023 amid escalating tensions between the Sudanese Armed Forces and the RSF. The fighting quickly engulfed Khartoum and numerous other regions, resulting in widespread devastation. Estimates from the United Nations indicate that over 40,000 people have died due to the conflict, although some aid groups believe the toll could be significantly higher.

This chaos has triggered one of the world's largest humanitarian crises, with over 14 million people displaced and urgent needs for food and medical assistance as famine continues to worsen.

Key Figures Involved

  • General Abdel-Fattah Burhan: The leader of the Sudanese Armed Forces, who has rejected the ceasefire plan in favor of conditions that maintain military authority.

  • Rapid Support Forces (RSF): The powerful paramilitary group led by General Mohammed Hamdan Dagalo, which has backed the ceasefire proposal.

  • The Quad: Comprising the United States, Saudi Arabia, Egypt, and the United Arab Emirates, this group is advocating for a peaceful resolution and political transition.

  • United Nations: Secretary-General António Guterres has urged an immediate ceasefire and unrestricted humanitarian access to assist the millions affected.

Reasons Behind the Rejection

General Burhan's rejection is rooted in concerns regarding the balance of power envisaged in the ceasefire plan. He fears that certain stipulations would diminish the authority of the Sudanese Armed Forces while enabling the RSF to maintain strategic control. Furthermore, Burhan has accused the UAE of biased support towards the RSF, heightening skepticism around the peace negotiations.

Burhan emphasized that a ceasefire would only be reconsidered if the RSF vacated civilian areas and allowed displaced individuals to return to their homes safely. He also denied allegations claiming that the military employs chemical weapons or operates under Islamist influence.

RSF Stands by Ceasefire

In stark contrast, the RSF remains committed to the ceasefire, with General Mohammed Hamdan Dagalo expressing support for a three-month humanitarian truce and subsequent political discussions aimed at alleviating civilian suffering.

Global Reactions and Efforts

The United Nations has called for an immediate halt to hostilities and the facilitation of humanitarian aid. António Guterres stressed the importance of safe aid delivery and warned against the influx of arms into Sudan.

As the US intensifies its focus on the Sudanese crisis, former President Donald Trump signaled his intention to engage further after talks with Saudi Crown Prince Mohammed bin Salman.

Accusations about the UAE's alleged arms support for the RSF persist, though the UAE denies these claims, exacerbating the challenges faced by mediators seeking peace.

Prospects for Sudan

While Sudan endures a precarious state with no resolution in sight, General Burhan's rejection of the ceasefire signals a continued escalation of hostilities. However, with the RSF's willingness to negotiate and increasing international scrutiny, there remains a glimmer of hope for future peace talks.

The Sudanese populace is bearing the brunt of the conflict, with millions displaced and in desperate need of assistance. The global community is closely observing the situation as efforts are made to cultivate a sustainable peace that acknowledges the rights of all Sudanese citizens.
