Taiwan has implemented a one-year ban on the widely used Chinese app Xiaohongshu, also known as RedNote, due to significant concerns related to online shopping fraud and data security. Reports from the island's Criminal Investigation Bureau indicate that over 1,700 fraud cases linked to the app have been identified since last year, resulting in total financial losses exceeding NT$247 million (approximately $7.9 million or £5.9 million).
The ban means that Xiaohongshu will be inaccessible to around three million users in Taiwan, as local internet providers have been ordered to restrict access. Users trying to access the app now encounter a message indicating it is unavailable due to “security restrictions.”
Taiwanese officials have stated that the app did not fulfill data protection and cybersecurity requirements, thereby exposing users to serious risks. Notably, the platform operates without a local office in Taiwan and failed to respond to governmental demands for an action plan addressing these security concerns, as noted by the nation’s interior minister.
Founded in 2013, Xiaohongshu has attracted hundreds of millions of users globally, gaining traction in Asia. This year, its user base in the United States has grown as individuals seek alternatives to TikTok amid potential threats of a ban on the Chinese application.
The ban in Taiwan also underscores rising worries about China's use of social media to sway public sentiment and disseminate misinformation. Beijing views Taiwan as a breakaway province and has not dismissed the possibility of using force to affirm its control. The suspension of Xiaohongshu comes during heightened scrutiny of Chinese applications, with regulators in China recently warning the company about strict repercussions over content considered “negative” on its platform.
With this action, Taiwan aims to safeguard consumers from online fraud while enhancing the regulation of foreign applications that do not meet local safety standards, reflecting ongoing digital tensions between Taiwan and China.
