The Thai government has issued a reassuring statement regarding the payment framework under the country's universal healthcare scheme, addressing public concerns over potential delays faced by hospitals. Deputy Government Spokesperson Ms. Ploytale Laksmisangchan clarified on May 8, 2026, that the National Health Security Office (NHSO) maintains a consistent and scheduled transfer of healthcare funds.
This assurance follows online rumors suggesting that hospitals operating under the “gold card” universal healthcare system were compelled to cover patient treatment costs upfront, which allegedly led to financial complications and payment delays. The NHSO communicated that its funding mechanism utilizes several models depending on the specific healthcare services rendered, adhering to clearly defined regulations and payment verification processes.
The NHSO noted that outpatient services and health promotion initiatives are supported via a lump-sum per capita payment method, recognized as OP-PP Cap. Conversely, services encompassing inpatient care and specialized treatments receive reimbursement based on actual service data submitted by healthcare facilities using the OP-IP Fee Schedule. Each payment undergoes strict verification and processing before being finalized.
Latest government data indicates that Bangna 1 Hospital received 52.85 million baht from the NHSO between fiscal years 2025 and 2026, up to May 6, 2026, with 13.59 million baht attributed to fiscal year 2025 and 39.26 million baht for fiscal year 2026. This funding facilitated a range of healthcare provisions, from outpatient treatments to disease prevention and specialized services.
Similarly, Mitpracha Hospital benefited significantly, obtaining a cumulative total of 164.15 million baht during the same fiscal periods. This comprised 66.96 million baht in 2025 and a notable 97.19 million baht in 2026, covering both outpatient and inpatient care, promotion programs, and medical investments.
Ms. Ploytale reiterated that over 217 million baht has been transferred to the two hospitals combined. The NHSO operates a continuous payment system that features multiple monthly payment cycles based on service types and processing timelines, dispelling claims of halted or delayed payments circulating on social media.
The government also outlined strategies to ensure consistent healthcare services amidst upcoming changes affecting both Bangna 1 and Mitpracha Hospitals. Commencing June 1, 2026, these hospitals will lose their roles as primary healthcare facilities, prompting a planned transition for patient care rights to nearby institutions.
For the 18,831 patients registered at Mitpracha Hospital, their healthcare rights will be shifted to Phramongkol Thepmuni Hospital, with Rajpipat Hospital designated for specialized referrals. Meanwhile, 22,365 patients from Bangna 1 Hospital will have their rights transferred to Kluaynamthai 3 Hospital, which is equipped for comprehensive primary care and medical treatment.
The government reassured citizens that all relevant agencies are collaboratively ensuring a seamless transition, emphasizing the continuity of ongoing treatments. This meticulous planning seeks to maintain public trust in Thailand’s universal healthcare system.
