UAE Expands National Strategy to Attract and Retain Global Talent

The Global Talent Attraction and Retention Committee, chaired by Dr. Thani bin Ahmed Al Zeyoudi, recently held an important meeting. Dr. Al Zeyoudi is the UAE’s Minister of Foreign Trade and also the Minister responsible for global talent attraction and retention. The meeting focused on the second phase of the National Talent Attraction and Retention Strategy 2024–2027. This strategy is part of the UAE’s larger plan to remain a leading destination for the world’s most skilled and talented people.

Goals of the Second Phase

The second phase of the strategy includes a number of initiatives designed to attract professionals from different fields. These efforts will be carried out with the cooperation of the federal government, local governments, and the private sector. The initiatives aim to bring experts to the UAE, especially in economic sectors that are most important for the future. In addition, the plan includes global promotional campaigns to show the world that the UAE is a welcoming home for exceptional talent. It will also organize international events that highlight opportunities for skilled professionals.

Authorities Involved in the Strategy

The committee is made up of representatives from several ministries and government agencies. These include the Ministry of Human Resources and Emiratisation, the Ministry of Education, the Ministry of Higher Education and Scientific Research, and the Ministry of Community Empowerment. Other members include the Ministry of Culture, the Federal Authority for Identity, Citizenship, Customs and Ports Security, and the Federal Competitiveness and Statistics Center. Local organizations, such as the Abu Dhabi Residents Office and the Department of Economy and Tourism in Dubai, are also part of the committee. In addition, the Emirates Scientists Council and the Emirates Council for Artificial Intelligence and Digital Transactions play a key role.

Improving UAE’s Global Ranking

During the meeting, Dr. Al Zeyoudi explained that the initiatives are designed to improve the UAE’s global ranking in talent competitiveness. He stressed that the UAE aims to become the preferred destination for ambitious, talented people from all over the world. By focusing on strategic sectors such as technology, science, and innovation, the UAE hopes to continue building its reputation as a forward-looking nation.

Long-Term Retention of Talent

Attracting global professionals is not enough; the UAE also wants to retain them for the long term. Dr. Al Zeyoudi highlighted the importance of creating an environment where people feel a sense of belonging. The UAE plans to provide continuous growth opportunities, career development, and a supportive community. Ambition to Reach Top 10 by 2031

Looking ahead, the UAE has set a bold target: to be ranked among the top 10 global destinations for talent attraction by 2031. The initiatives discussed in the committee meeting are designed to help achieve this goal. These efforts include developing strong partnerships with international companies, launching new projects in priority sectors, and continuing to create an attractive and supportive environment for skilled individuals.

Team Spirit and Cooperation

Dr. Al Zeyoudi also praised the teamwork shown by members of the committee. He emphasized that cooperation between ministries, local authorities, and other institutions is vital for the success of this strategy. By working together, these organizations can ensure that every part of the national strategy is implemented effectively and on time.

Link to UAE 2031 Vision

The committee meeting is part of the broader “We Are the UAE 2031” vision, which outlines the country’s goals for the future. This vision focuses on strengthening the UAE’s role as a global center for knowledge, innovation, and high-growth industries. By attracting the brightest minds from around the world, the UAE seeks to build an economy that is strong, diverse, and sustainable.

Exchange of Ideas and Best Practices

During the meeting, committee members also exchanged views and shared ideas for new projects. They discussed the latest global developments in talent attraction and compared the best practices of leading countries. This exchange of knowledge helps the UAE learn from global experiences while tailoring its strategy to the country’s unique strengths and needs.

UAE’s Rising Global Ranking

According to the IMD Global Talent Competitiveness Report 2024, the UAE ranked 17th worldwide and 1st in the Arab world. This is a significant improvement, as the country jumped five places compared to 2023. The UAE also rose to 12th in the “Gravity” Index and an impressive 2nd in the “Readiness” Index globally. These achievements show that the UAE’s efforts are already producing positive results.

Approval of Second Phase by Cabinet

At the beginning of 2025, the UAE Cabinet officially approved the second phase of the Global Talent Attraction Strategy 2031. This phase focuses on key national priorities such as strengthening the competitiveness of talent, enhancing the UAE’s image as a global business hub, and creating a strong sense of belonging for international professionals. The approval demonstrates the government’s full commitment to achieving its goals by 2031.

Targeted Economic Sectors

The strategy identifies specific sectors where talent attraction will be most valuable. These include technology, renewable energy, healthcare and biotechnology, logistics and aviation, advanced industries, financial services, food and water technology, and the creative economy. These sectors are critical for the UAE’s long-term growth and global competitiveness. Attracting skilled workers in these fields will ensure that the UAE stays ahead in the global economy.

Building a Knowledge-Based Economy

By focusing on talent attraction, the UAE is working to build a knowledge-based economy. This means shifting from reliance on traditional industries to an economy driven by innovation, creativity, and advanced technology. Skilled professionals are the key drivers of such an economy. Their contributions can lead to new inventions, stronger industries, and sustainable economic growth for the country.

The second phase of the UAE’s National Talent Strategy represents an ambitious step toward becoming one of the world’s top destinations for skilled professionals. With the support of government leaders, ministries, and institutions, as well as a clear focus on innovation and future industries, the UAE is moving closer to its goal of being in the top 10 global destinations for talent by 2031. This strategy is not just about economic growth—it is also about creating a diverse, dynamic, and thriving society that benefits everyone living in the country.
