The Ministry of Human Resources and Emiratisation (MoHRE) has announced that from June 15 to September 15, 2025, outdoor work under direct sunlight will be banned between 12:30 pm and 3:00 pm. This rule, called the Midday Break, is in place to protect workers from heat during the hottest months.
This is the 21st year this break has been enforced, showing the UAE’s strong commitment to keeping workers safe and healthy. The rule follows international health and safety standards and aims to prevent heat-related illnesses and injuries.
Mohsin Ali Al Nassi, a senior official at MoHRE, said the Midday Break has had over 99% compliance in recent years. He praised the private sector for understanding the importance of protecting workers, calling them the most valuable part of any organization.
MoHRE is also working hard to raise awareness by inspecting work sites and worker housing, making sure everyone knows the safety rules during hot weather.
Dalal Alshehhi from MoHRE highlighted that the Midday Break is a great example of teamwork between the government, private companies, and the community. Many companies have even created air-conditioned rest areas for workers to relax during the break, and she encourages others to do the same to improve workers' comfort and productivity.
To follow the rules, companies must provide shaded or indoor rest areas, fans or air conditioning, enough drinking water and approved hydration supplements like electrolytes, and first-aid supplies.
There are some exceptions to the break for important or urgent work, such as laying asphalt or concrete (where delays could cause problems), emergency repairs for utilities, traffic management, and government-approved tasks that must continue without interruption. Even in these cases, employers must take all safety steps to protect workers.
MoHRE regularly checks that companies follow the rules and asks the public to report any violations by calling 600590000, visiting the MoHRE website, or using the MoHRE smart app. Companies that break the rules can be fined Dh5,000 per worker, up to Dh50,000 for multiple offenses.
The ministry will also increase awareness campaigns and inspections with partners to make sure everyone understands and follows the midday break. This is part of the “We the UAE 2031” vision to create a safer, healthier work environment for the more than 200 nationalities living and working in the UAE.
