Ukraine's Renewed Peace Proposal as Zelensky Stands Firm on Territory

Ukraine is set to present a revamped peace initiative to the White House, as President Volodymyr Zelensky adamantly rejects any territorial concessions to Russia. The objective is to propose alternatives that uphold Ukraine's sovereignty without compromising its defense against future threats.

In discussions with European and NATO allies, Zelensky stated he holds "no right" under Ukrainian or international law to yield any territory. His remarks coincide with ongoing diplomatic endeavors aimed at urging the United States to reassess elements of a peace framework that has drawn criticism from Kyiv and European partners for its pro-Moscow implications.

Amidst this backdrop, the city of Sumy in northern Ukraine suffered a power outage after a Russian drone strike targeted local infrastructure. Reports indicated that over a dozen drones impacted the area, representing the latest wave of nightly Russian assaults. Luckily, there were no reported injuries.

Zelensky's diplomatic push follows extensive consultations over the weekend between US and Ukrainian negotiators, which did not achieve a consensus. His chief negotiator, Rustem Umerov, updated Zelensky on direct conversations with US officials, as well as discussions with Russian President Vladimir Putin.

Kyiv is contemplating dispatching the revised plan to Washington as soon as Tuesday, prioritizing security assurances while retaining control over critical regions. Zelensky asserted that any alterations to Ukrainian borders must be decided through a public referendum, reaffirming his dedication to national sovereignty.

The original 28-point US-backed plan has been modified to 20 points, featuring provisions seen as favoring Russia. Zelensky confirmed that no Ukrainian friendly proposals have been discarded, with the nation adamant about not surrendering any land. Key issues, including control over the eastern Donbas region and the Zaporizhzhia nuclear facility, remain pivotal in negotiations. The earlier proposal suggested shared control over Zaporizhzhia’s energy production and total Russian control over Donbas—terms considered unacceptable by Kyiv and its allies after almost four years of conflict.

European leaders have cautiously backed Ukraine's stance while urging progress towards a negotiated resolution. A swiftly organized summit at Downing Street, which included Zelensky, UK Prime Minister Keir Starmer, French President Emmanuel Macron, and German Chancellor Friedrich Merz, underscored international support for Ukraine and reiterated calls for a "just and lasting peace" underpinned by strong security assurances.

Discussions about potential security guarantees continue. The UK and France have suggested deploying international troops, but skepticism persists among various European nations, including Germany and Italy. The role of the United States in any forthcoming defense agreements for Ukraine remains uncertain.

After London, Zelensky proceeded to Brussels for a meeting with NATO Secretary General Mark Rutte and European Commission President Ursula von der Leyen. He is scheduled to meet with Italian Prime Minister Georgia Meloni on Tuesday. Moscow has characterized its discussions with the White House as productive, though there are no visible signs of Russia adjusting its fundamental goals since its all-out invasion commenced in February 2022.

Former US President Donald Trump has publicly remarked that Zelensky is the primary barrier to a peace agreement, suggesting the Ukrainian leader has not fully engaged with the US's suggested plan. Trump expressed that Russia was "fine" with the framework presented to both sides, but voiced disappointment in Zelensky’s response.

Zelensky, for his part, warned that certain issues can only be resolved through direct, face-to-face dialogue, indicating that negotiations are both ongoing and complex. As diplomatic measures advance, Ukraine remains resolute in defending its sovereignty while seeking global backing for a secure and enduring peace.
