UN Envoy Warns Syria Recovery at Risk Without Support

Syria’s fragile path to recovery is at risk of collapsing unless there is inclusive politics, sustained humanitarian support, and respect for national sovereignty, a top UN official told the Security Council on Thursday. The warning comes at a critical time as the country continues to face the combined pressures of a devastated economy, damaged institutions, and ongoing foreign interventions.

UN Special Envoy Highlights Deep Structural Challenges

UN Special Envoy Geir Pedersen, who announced that he will soon step down from his role, told Security Council ambassadors that the challenges facing Syria go far beyond physical destruction. According to Pedersen, interim authorities in Damascus have inherited “not just the ruins of shattered buildings, but the deeper wreckage of a battered social fabric, decayed institutions and a hollowed-out economy.”

Pedersen emphasized that recovery is not simply a matter of rebuilding infrastructure. It requires restoring trust, functioning governance, and a social contract that works for all Syrians, including those who have been marginalized during years of conflict.

Political Stability and Inclusivity are Essential

The UN envoy stressed that political stability and inclusivity are central to Syria’s successful transition. Without meaningful participation from all sectors of society, including minorities, civil society, and opposition groups, any progress may be short-lived. Pedersen warned that exclusionary politics could easily reverse the tentative steps toward recovery, undermining both domestic and international confidence in Syria’s governance.

International Support Must Match Syria’s Needs

Pedersen also called on the international community to step up its support, both politically and financially. “The international community must support Syria and robustly stand against foreign intervention,” he said. He emphasized that aid and diplomatic backing must be provided at a scale commensurate with the country’s immense needs, including economic reconstruction, public services, and humanitarian assistance to millions of displaced people.

Respect for Sovereignty Amid Foreign Interventions

The UN official highlighted ongoing external military actions in Syria, including reported Israeli strikes earlier this month. He urged all international actors to respect Syria’s sovereignty and territorial integrity, warning that violations could further destabilize the country and derail recovery efforts.

Syria’s Path Forward Requires State Responsibility

Pedersen reminded the Security Council that, ultimately, the success of Syria’s transition will depend on the State itself. “The success of the transition will above all rest on the State acting as a State for all, not just in word but also in deed,” he said. He called for the government to act in a way that is transparent, accountable, and inclusive, ensuring that all Syrians feel represented and protected.

A Critical Moment for Syria

As Syria struggles to recover from more than a decade of conflict, the UN envoy’s warning underscores the fragile nature of the current situation. Without inclusive governance, sustained international aid, and respect for sovereignty, years of effort to stabilize the country could quickly unravel. Pedersen’s statements serve as both a caution and a call to action for the global community, highlighting the urgent need for coordinated support to help Syria rebuild its social, economic, and political foundations.
