After one year of its revamped structure, Vietnam’s civil judgment enforcement system has reported notable improvements in efficiency, management, and digital governance. Officials attribute these advancements to a more streamlined organization that enhances professional capabilities and accelerates modernization across the enforcement landscape.
In a recent conference held by the Ministry of Justice, a report highlighted the successes of the civil judgment enforcement system in consolidating its leadership and management framework. As of May 30, 2026, the sector has achieved staffing levels with 7,561 personnel out of an approved 8,375 positions. Enhanced workforce quality has been achieved through evaluations based on professional standards.
A key milestone in this reform was the nationwide rollout of a digital civil judgment enforcement platform on January 20, 2026, which is set to replace traditional paper-driven processes and enhance transparency. This initiative was further empowered by the launch of the Intelligent Operations Center in April, optimizing the system's capacity for digital management.
Local enforcement agencies have successfully overseen judgments while protecting the rights of those entitled to enforcement. The centralized model at the provincial level has improved resource, personnel, and infrastructure management, leading to reduced operational costs and improved service delivery.
The restructuring has been recognized for enhancing collaboration among agencies and boosting professionalism within the civil service. Delegates at the conference confirmed that the new model has met and surpassed enforcement targets for 2025, with ongoing positive outcomes recorded in the first half of 2026.
Despite these positive trends, challenges remain in regions such as Ho Chi Minh City, which shoulders a significant share of the national workload. Concerns such as staffing shortages, unfilled leadership roles, and increasing case volumes demand further attention and policy intervention.
Deputy Minister of Justice Mai Luong Khoi reiterated that the one-level enforcement model is the correct strategic approach for Vietnam’s legal framework. He emphasized the need for ongoing innovation, heightened digital transformation, and enhanced inter-agency cooperation to tackle operational hurdles. The government aims to create a modern, professional, and highly effective civil enforcement system to address future challenges.
