Vietnam's Ministry of Construction has introduced proposed amendments to the existing Law on Architecture. This initiative is aimed at modernizing the criteria for practicing architecture, aligning the legislation with contemporary developmental requirements.
The draft law seeks to enhance regulatory structures in accordance with government objectives, including administrative reform, decentralization, and digital advancements. Officials assert that these updates will foster a more effective and transparent architectural practice.
Currently, architects working independently or in major capacities must possess a valid architectural practice certificate. The new amendments will retain this condition while broadening the focus to encompass professional capability and specific qualifications.
The Ministry proposes that the standards be redefined, mandating that those responsible for architectural design and planning have the required expertise. This encompasses experts in building design, urban planning, and landscape architecture.
Additionally, the draft presents two options regarding the authority for issuing and managing architectural practice certificates. One retains the current system under provincial authorities, whereas the other permits both provincial bodies and professional organizations to oversee these responsibilities.
A significant proposal includes advancing the management of information concerning architects and organizations. The government is set to create a centralized database that compiles information on all licensed professionals and firms within the sector.
This database will integrate with a national information system, thereby promoting enhanced monitoring and transparency. Each architect will receive a unique identifier, simplifying the process of tracking qualifications and professional activities.
Moreover, the reforms stress the incorporation of digital technology in administrative tasks and record-keeping. Authorities are optimistic that digital transformation will streamline procedures and lessen administrative loads.
Officials are encouraging public feedback on the draft, emphasizing community involvement in shaping future regulations. The anticipated changes are designed to elevate the quality of architectural services and contribute to sustainable development.
