Vietnam Updates Regulations for Pre-University Schools

Vietnam's government has unveiled new mandates concerning the management and operational framework of pre-university schools. Introduced by the Ministry of Education and Training through Circular 36/2026/TT-BGDĐT, these initiatives focus on enhancing educational standards for students hailing from ethnic minority and remote communities.

These specialized institutions aim to support students facing socio-economic challenges by preparing them for higher education while honoring their cultural traditions.

As per the new guidelines, pre-university schools will function under state authority with oversight from provincial administrations. This ensures alignment with national educational standards alongside local relevance.

The circular delineates the schools' responsibilities and authority, encompassing academic planning, student admissions, and evaluation processes consistent with national education criteria.

Moreover, these institutions must also oversee students’ well-being, which involves managing accommodation and meals, particularly for those offering boarding facilities.

The structure of these schools encompasses various roles, including principals, vice-principals, departmental heads, teaching staff, and advisory councils, alongside political and youth organizations to foster a holistic educational setting.

Educational endeavors extend beyond traditional classroom settings. Schools are mandated to incorporate programs focused on ethnic culture, career development, and experiential learning to bolster skills and preserve cultural values.

The government has also highlighted the importance of digital tools and innovations in education, urging schools to integrate technology for enhanced teaching, administrative efficiency, and general effectiveness.

Officials anticipate that these regulations will not only fortify the education system but also broaden opportunities for students from marginalized backgrounds, representing a sincere effort to diminish inequality and promote inclusive growth.
