Secretary-General of the Gulf Cooperation Council (GCC), Jasem Albudaiwi, emphasized the enduring strength of the partnership between the GCC and the European Union during their 29th Joint Ministerial Council meeting held in Kuwait. He stated that this partnership is built on mutual respect and shared interests, reflecting a deep relationship that has lasted for nearly four decades.
Albudaiwi explained that the foundation of this cooperation dates back to the 1988 agreement between the two sides, which established a long-term framework for dialogue and collaboration. This partnership was further reinforced by the first GCC-EU summit held last year, which outlined a roadmap for enhancing ties in various fields, including economy, security, and energy.
A Milestone Meeting Following the Gulf-European Summit
Although this was the 29th ministerial-level meeting between the two blocs, Albudaiwi noted that it carried special importance as it was the first such meeting since the inaugural Gulf-European Summit. He said this occasion marks a new stage in Gulf-European cooperation, as both sides seek to turn their shared vision into practical action.
He stressed that the GCC places great importance on continuing to implement the summit’s outcomes, which defined a clear roadmap for more productive cooperation. According to Albudaiwi, the leaders of both regions expressed high hopes for deeper collaboration that supports growth, trade, and stability in both regions.
Expanding Economic and Security Cooperation
Albudaiwi said that both sides are working diligently to transform their plans into tangible results that enhance trade, investment, and economic cooperation. He pointed out that the GCC and the EU are expanding their collaboration in key areas such as renewable energy, digital transformation, and sustainable growth.
He also mentioned that security and political consultation remain major priorities for both sides, as they aim to promote stability, resolve conflicts, and address global challenges such as climate change and humanitarian crises. Through continued dialogue and mutual understanding, the GCC and the EU seek to reinforce their partnership as a model for regional and international cooperation.
Call for Visa Exemption Between GCC and Schengen Area
During his remarks, the GCC Secretary-General highlighted the importance of achieving full visa exemption between the GCC countries and the Schengen Area in the European Union. He said that this move would make travel easier for citizens of both regions and promote stronger ties through tourism, education, and cultural exchanges.
According to Albudaiwi, simplifying travel between the GCC and EU countries would open new doors for business, trade, and academic collaboration. It would also strengthen people-to-people relations, making the partnership more dynamic and inclusive.
New Proposals to Deepen Cooperation
Albudaiwi also revealed that the GCC General Secretariat has submitted two proposals to the European Union to further expand their partnership. The first proposal suggests organizing an Energy Forum between the two sides to discuss energy transition, sustainability, and innovation.
The second proposal focuses on hosting a Digital Economy and Digital Trade Forum, which would be jointly organized with Cyprus, the upcoming European presidency, the GCC, and the Digital Cooperation Organization (DCO). These initiatives aim to build stronger cooperation in areas that drive future economic growth.
The Secretary-General expressed optimism that the growing partnership between the GCC and the European Union will continue to yield positive results. He said that both sides share a commitment to translating dialogue into real progress that benefits their people and supports global stability.
Albudaiwi reaffirmed that the GCC remains dedicated to strengthening cooperation with the EU across all sectors — from energy and security to technology and education. He concluded by expressing hope that the next phase of collaboration will mark a new chapter of mutual understanding, prosperity, and friendship between the two regions.
