India is set to launch the biggest change in GST since 2017. From September 22, a new simplified two-tier tax system will be applied across the country. The reform reduces taxes on essential goods while increasing them on luxury and sin items. The move is aimed at making GST easier for consumers and businesses.
Tax Structure Simplified
Under the new system, most goods and services will now be taxed at 5% or 18%, while ultra-luxury and sin products will be charged 40%. This approach makes the system simpler and more transparent, easing compliance for companies.
Lower Taxes On Essentials
Basic food items will now have 0% or very low GST. Items such as UHT milk, packaged paneer, roti, pizza bread, and khakhra move to 0% from the earlier 5% slab. Dairy products like butter, ghee, cheese, and condensed milk will now have 5% tax instead of 12%–18%. Even chocolates and pasta are reduced to 5% from 18%.
Dry Fruits And Spices Cheaper
Dry fruits, nuts, malt, starches, vegetable extracts, sausages, and sugar products previously taxed at 12%–18% now fall under 5% GST. This will make festive cooking, gifting, and daily use items more affordable.
Higher Taxes On Beverages
Sugary, caffeinated, and aerated drinks will see a big increase to 40% GST, up from 18%–28%. This includes packaged coconut water, soya milk drinks, soft drinks, and carbonated fruit juices.
Sin Goods Taxed Strictly
Products like pan masala, tobacco, cigars, and cigarettes are now taxed at 40%, replacing the previous 28% plus cess. However, bidis will see some relief, with GST reduced to 18% from 28%+cess.
Industrial And Healthcare Goods
Cement tax is reduced from 28% to 18%, while coal, lignite, and peat move from 5% to 18%. Healthcare items such as medical oxygen, diagnostic kits, surgical supplies, and essential drugs are now taxed at 5%, down from 12%.
Lifestyle And Household Goods
Furniture, utensils, toys, musical instruments, toiletries, and personal care items are now under 5% GST, reduced from 12%–18%. Everyday goods for households are becoming more affordable.
Automobiles And Luxury Items
Motorcycles up to 350cc, scooters, small cars, and bicycles are taxed at 18%, down from 28%. Luxury motorcycles, cars, yachts, aircraft, and pistols will now face 40% GST.
Entertainment And Services
Cinema tickets priced at ₹100 or less will see 5% GST, while tickets above ₹100 are now 40%. Hotels charging ₹1,001–₹7,500 per night get a tax cut to 5% from 12%. Salons, gyms, and spas are also reduced to 5% GST. Life, health, and general insurance premiums, as well as charitable education and healthcare services, are tax-free (0%).

Finance Minister Nirmala Sitharaman said the revised GST rates start from September 22, the first day of Navratri. She explained that the goal is to simplify taxes for most products under 5% and 18%, while luxury and sin items will pay higher rates. The reform balances affordability for consumers with revenue stability for the government.
