Malaysia Moves Toward New Engineers Fee Structure

The Malaysian government is progressing with a long-awaited reassessment of the Engineers Scale of Fees, aiming to provide fair remuneration for engineering services in today's economic landscape. The revamped framework is set to replace guidelines that have stayed largely the same since 1998.

Deputy Works Minister Datuk Seri Ahmad Maslan has announced that the final revisions have been forwarded to the Attorney General's Chambers for legal scrutiny before receiving official approval under the Registration of Engineers Act 1967. The new regulations aim to create a more sustainable remuneration model for engineering consultancy firms.

Revamping Fee Standards

The proposed reforms will alter the current maximum fee regulations, introducing a minimum professional fee benchmark instead. Officials anticipate this will promote healthy competition, safeguard engineering standards, and foster the long-term viability of consultancy firms.

Government forecasts suggest that consultancy fees for a physical development project valued at RM200 million could rise by about 9.23% once the new regulations go into effect.

Purpose Behind the Fee Review

The aim of this assessment is to ensure that engineering professionals receive appropriate compensation commensurate with market conditions and increasing operational expenses. Authorities also intend to prevent unhealthy price competition that could compromise service quality and impact infrastructure safety.

The updated fee model is expected to be mandatory for engineering professionals and consultancy firms engaged in both public and private sector projects following official gazetting.

Robust Engineering Workforce

As noted by Ahmad Maslan, Malaysia currently boasts over 276,000 registered engineering professionals, including graduates, technologists, and inspectors. The government believes the existing workforce is well-positioned to support future infrastructure initiatives outlined in the 13th Malaysia Plan. However, officials caution that outdated consultancy fee structures could deter talent and hamper the industry's long-term competitiveness.

Growing Industry Demands

Engineering consultancy firms are now required to adhere to higher technical and regulatory benchmarks than in the past. The revised fee model also reflects the increasing obligations the industry faces, such as the integration of Building Information Modelling (BIM), digital practices, and compliance with Environmental, Social, and Governance (ESG) standards.

Officials believe that enhanced financial support for consultancy firms will help elevate engineering quality while boosting project safety and efficiency across Malaysia.

Future Steps

The Attorney General's Chambers is currently reviewing the proposed amendments prior to gazetting them into law. Once ratified, the revised Engineers Scale of Fees will serve as the national standard for professional engineering consultancy.

Industry representatives are optimistic that these changes will enhance professional standards, fortify consultancy firms, and contribute to the delivery of safer, superior infrastructure projects.

The government asserts that updating the engineering consultancy fee structure is part of a broader initiative to modernize Malaysia's construction sector and fortify national infrastructure development. Fair compensation for professionals is expected to stimulate innovation, attract skilled engineers, and bolster the nation's long-term economic goals.
