Telegram Founder Claims France Sought Channel Removal in Moldova

Post by : Mariam Al-Faris

Pavel Durov, founder of Telegram, has accused French intelligence officials of pressuring him to remove certain channels on Telegram active in Moldova. The allegations surfaced just before Moldova’s parliamentary elections on September 28, 2025, which are significant for the country’s European Union integration ambitions.

Pressure Linked to Legal Case

Durov claimed the pressure came while he was under judicial supervision in France. An intermediary reportedly offered assistance in his ongoing legal case in exchange for removing specific channels. Durov rejected this request, arguing that linking judicial favors to censorship was improper and potentially illegal.

Telegram and Its Role

Founded by Durov after leaving Russia in 2014, Telegram is widely used in Eastern Europe and former Soviet states, including Moldova. Its encrypted messaging service and channels allow large audiences to access news, political discussion, and activism, making the platform influential in shaping public opinion.

French Pressure on Channels

Durov stated that French intelligence argued certain Moldovan channels could influence the upcoming elections. While he removed channels violating Telegram’s rules, he refused any demand tied to his legal case, describing it as interference in both judicial processes and Moldova’s political environment.

Implications for Political Interference

The allegations raise three critical concerns: potential political interference in elections, pressure on a tech founder under judicial supervision, and possible misuse of intelligence services to control online content. These issues highlight the intersection of governance, law, and technology.

Significance of Moldovan Elections

The elections were a pivotal moment for Moldova, determining the country’s EU integration trajectory. Telegram is an essential platform for news updates, political debate, and election information. Any censorship could directly affect public opinion and the fairness of the elections.

Durov’s Legal Situation in France

At the time, Durov faced investigations in France related to allegations of facilitating organized crime through Telegram, which he denies. The alleged link between legal assistance and political censorship raises serious ethical concerns regarding intelligence operations.

France Denies Allegations

The French foreign ministry denied Durov’s claims, calling them part of a pattern of election-related allegations. Officials emphasized that intelligence services do not engage in political censorship via tech platforms and rejected any claim suggesting political influence.

Free Speech and Platform Neutrality

The incident underscores the challenges tech companies face balancing government requests, free speech, and platform neutrality. Durov has maintained that Telegram should not become a tool for political manipulation, protecting users’ autonomy and access to information.

Challenges for Global Tech Companies

Global platforms must navigate multiple legal systems, maintain political neutrality, and protect user trust. Pressure from intelligence agencies complicates these responsibilities, requiring careful ethical and operational decisions.

Telegram’s Role in Former Soviet States

In regions with limited press freedom, Telegram provides news, political debate, and access to independent information. Its encrypted messaging makes it influential, drawing scrutiny from governments seeking to control online discourse.

Broader Global Implications

This case highlights the need for clear rules on responding to government requests, transparency in content moderation, and international guidelines to prevent political misuse of platforms. It may set a precedent affecting other tech companies worldwide.

Durov’s Principles and Stance

Durov continues to advocate for protecting user privacy, allowing political expression, and resisting government pressures that threaten neutrality. By rejecting demands to censor Moldovan channels, he emphasizes the importance of free speech and adherence to democratic principles.

The allegations against France illustrate the complex relationship between governments and tech platforms. As investigations continue, the global tech and legal community will closely observe the outcome, which may shape policies on platform neutrality, government influence, and user rights in the digital age.
