The 28th Universal Postal Congress (UPC) held in Dubai concluded after two weeks of high-level discussions, with member countries unanimously adopting the Universal Postal Union’s (UPU) 2026–2029 Strategy, known as the ‘Dubai Strategy’. The plan sets a global roadmap for the postal industry, reinforcing its role in trade, communication, and adapting to the rapid growth of eCommerce and logistics sectors.
Vision of the Dubai Strategy
The Dubai Strategy reflects UPU member nations’ shared goal of a connected, inclusive, and sustainable society, supported by an innovative postal system. It focuses on promoting social and economic development while contributing to the United Nations’ Sustainable Development Goals (SDGs).
Broad Consultation and Inclusivity
The strategy is the result of the largest consultation in UPU history, involving over 2,200 participants from all 192 member countries and various public and private organizations. This inclusive process ensured wide consensus and strengthened cooperation among stakeholders.
UAE’s Leadership Role
The UAE has been appointed to supervise the implementation of the Dubai Strategy through the ‘Dubai Business Plan’ as Chair of the UPU Council of Administration for the next four years. The Council, comprising 41 elected member states, oversees the Union’s administrative and legal matters, ensuring effective governance for the global postal sector.
UAE Wins Postal Operations Council Seat
The UAE also secured a seat on the UPU’s Postal Operations Council (POC) for the 2026–2029 cycle, achieving 144 votes. The POC, a technical body of 48 member states, supervises operational policies, improves postal service quality, and strengthens global coordination among postal networks.

Badr Al-Olama, Chairman of 7X, said the UAE’s election to the POC confirms its leadership in shaping the future of postal and logistics services. Hosting the Congress and leading the strategy’s implementation demonstrates the UAE’s commitment to improving connectivity, efficiency, and sustainability in postal services worldwide.
UPU Leadership Re-Elected
The Congress re-elected UPU Director-General Masahiko Metoki and Deputy Director-General Marjan Oswald for a new four-year term, reflecting member countries’ trust in their leadership and the Union’s direction. Metoki thanked the UAE for hosting the Congress and facilitating collaboration among global postal decision-makers.
Key Goals of the Dubai Strategy
The Dubai Strategy aims to enhance postal service quality, expand access to services, and strengthen rules-based frameworks. It promotes digital transformation, innovation, and customer-focused products, particularly in the eCommerce sector, while fostering regional collaboration and technical cooperation.
Enhancing Postal Efficiency and Standards
By modernising regulations, improving cross-border supply chains, and ensuring compliance with quality standards, the strategy seeks to create a seamless and efficient global postal system. This includes developing digital services at postal access points and reinforcing national regulatory frameworks.
Dubai Business Plan Implementation
Tariq Al Wahedi, Congress Chair and GCEO of 7X, said the Dubai Business Plan allows countries to tailor services to national priorities while working collectively. The plan emphasizes improving customer-focused products, promoting innovation, and enhancing cross-border postal operations. It also aims to strengthen regional partnerships and integrate postal infrastructure into national development goals.
Measurable Outcomes and KPIs
The strategy includes clear key performance indicators (KPIs), such as increasing the number of countries with postal regulations aligned with UPU standards, expanding postal access points, improving revenue growth, ensuring quality delivery of international mail, and integrating postal sectors into national development plans.
Global Cooperation and Agreements
The Congress also saw the signing of multiple memoranda of understanding and bilateral agreements between member countries, emphasizing governance, innovation, and sustainability. The event highlighted the UAE’s active role in advancing the global postal sector under the Congress theme, “Leading the Change, Creating the Future.”
UAE’s Growing International Role
Through hosting the Congress and leading the Dubai Strategy, the UAE strengthens its global standing as a hub for innovation and sustainable solutions in postal and logistics services. The country’s efforts demonstrate a commitment to shaping the future of international postal networks and supporting global economic and social development.
