The Ministry of Foreign Affairs (MoFA) successfully concluded the Second National Climate Negotiators Retreat at the Anwar Gargash Diplomatic Academy (AGDA) in Abu Dhabi. The event formed part of the UAE’s national preparations for the upcoming COP30, CMP20, CMA7, and the 63rd Session of the UNFCCC Subsidiary Bodies (SBI63/SBSTA63), scheduled to take place in Belém, Brazil, from 10–21 November 2025.
The retreat aimed to enhance internal coordination among national stakeholders and strengthen the UAE’s climate negotiation team. It sought to ensure alignment on national priorities, promote a unified approach to climate diplomacy, and advance preparations across multiple thematic areas such as Just Transition, Climate Finance, and the Global Goal on Adaptation. The discussions also focused on implementing the UAE Consensus achieved at COP28, with emphasis on the next generation of Nationally Determined Contributions (NDCs).
The retreat’s agenda was designed to build upon progress made during the June Subsidiary Body sessions (SB62), as well as consultations held during the UN General Assembly and PreCOP events. Through in-depth sessions and collaborative discussions, participants assessed the evolving global climate negotiation landscape and developed strategies for the UAE’s effective engagement with international partners.
In his opening remarks, Abdulla Balalaa, Assistant Minister of Foreign Affairs for Energy and Sustainability, emphasized the importance of unity and collective effort. He stated that the UAE National Climate Negotiations Team represents not individual ministries or departments but the UAE as a single, unified delegation. This approach, he noted, is vital to ensuring that the country’s national interests and leadership in climate diplomacy are upheld.
Balalaa highlighted that the UAE’s leadership during COP28 showcased its ambition and global influence in climate diplomacy. The resulting UAE Consensus, achieved in Dubai in 2023, marked a historic milestone that continues to guide the nation’s international climate agenda. The retreat participants were reminded of the responsibility to maintain this momentum through coherent strategies and continued collaboration.
As the world looks toward COP30 in Belém, Brazil, the UAE’s delegation is focused on contributing to key discussions that will shape future climate actions. These include global financing for adaptation and mitigation, enhancing climate resilience, and ensuring fair and equitable implementation of the Paris Agreement. The retreat allowed negotiators to simulate negotiation scenarios and develop coordinated policy positions in preparation for these high-level talks.
The retreat reaffirmed the UAE’s commitment to advancing ambitious and inclusive climate leadership. The country seeks to balance environmental goals with economic growth and sustainable development. By fostering partnerships and encouraging innovation, the UAE continues to play a pivotal role in supporting global efforts to limit temperature rise and promote climate resilience across developing regions.
A key message throughout the sessions was the UAE’s belief in equity, prosperity, and sustainable development for all. The negotiators highlighted that the UAE’s approach to climate action is rooted in fairness, with a strong focus on supporting vulnerable nations in their energy transition. The retreat reinforced the UAE’s dedication to ensuring that climate solutions are both effective and inclusive.
The discussions concluded with a clear roadmap for COP30 engagement, including enhanced collaboration across government bodies, research institutions, and international partners. The UAE delegation will continue refining its strategies to reflect its leadership role while addressing emerging global challenges. The retreat marked an essential step toward ensuring that the UAE remains a decisive and influential voice in shaping the world’s climate future.
The successful completion of the Second National Climate Negotiators Retreat underscored the UAE’s proactive diplomacy and readiness for global engagement. With a unified national vision, strong leadership, and a clear strategy, the UAE enters the COP30 discussions prepared to advocate for just, inclusive, and sustainable climate progress that benefits all nations.
