The Ajman Department of Human Resources has organised the Legislative Innovation Lab to discuss the Executive Regulations of the new Human Resources Law for the Ajman Government. The new law is scheduled to come into effect on 1 September.
The event brought together employees from different government entities across the emirate. It forms part of the department’s efforts to strengthen institutional participation by involving government employees in shaping legislation and policies related to human capital.
New Human Resources Law Focuses on Flexibility and Employee Well-Being
During the Innovation Lab, participants reviewed the main features of the newly issued Human Resources Law, which was introduced by His Highness Sheikh Humaid bin Rashid Al Nuaimi, Member of the Supreme Council and Ruler of Ajman.
The discussions highlighted the law’s key provisions and benefits, including measures designed to improve workplace flexibility, promote a healthy work-life balance, and provide support for different categories of government employees.
Supporting Ajman Vision 2030
The Legislative Innovation Lab is part of the department’s wider strategy to build a more flexible, efficient, and sustainable government human resources system.
The initiative supports the goals of Ajman Vision 2030 by helping create an attractive work environment that encourages talent while improving the professional quality of life for government employees.
Director General Highlights Importance of Employee Participation
His Excellency Rashid Abdul Rahman bin Jabran Al Suwaidi, Director General of the Ajman Government Human Resources Department, said the Innovation Lab represents an important step in developing the government’s human resources system through a participatory approach.
He said employees should play a direct role in shaping the legislation and policies that influence their working environment and future careers.

According to Al Suwaidi, effective and sustainable legislation is built through dialogue, practical experience, and preparation for future workplace changes. He explained that the Innovation Lab was created to identify challenges and transform employee ideas into practical recommendations that will help ensure the Executive Regulations meet the needs of a modern work environment, improve the government employee experience, and support the Ajman Government’s commitment to best practices in human capital management.
Key Topics Discussed During the Innovation Lab
Participants explored several important areas related to the Executive Regulations, including:
Work patterns and working hours
Recruitment, appointment, and job filling
Employee allowances, benefits, and employment entitlements
Different types of leave
Employment permissions and workplace facilitation measures
The discussions focused on identifying existing challenges as well as opportunities to improve each area.
Interactive Sessions Produced Practical Recommendations
The Innovation Lab also featured interactive brainstorming sessions where participants developed ideas and practical solutions to support the successful implementation of the Executive Regulations.
The proposals aimed to improve flexibility, efficiency, and sustainability within the government workplace while maintaining a balance between operational needs and employee expectations.
Wide Range of Employee Groups Represented
The department ensured broad representation by inviting employees from various professional backgrounds and life situations.
Participants included parents, retirees, human resources professionals, persons of determination, employees pursuing academic studies, shift workers, young professionals, and business owners.
This diverse participation allowed the department to gather different experiences and viewpoints while developing the legislative framework.
Final Report to Support Executive Regulations
The Legislative Innovation Lab concluded with several important outcomes. These included identifying the specific challenges and needs of the participating employee groups, collecting development proposals related to the Executive Regulations, and preparing a final report containing findings and recommendations.
The report will be reviewed to support the continued development and implementation of the Executive Regulations, with the aim of improving the efficiency, flexibility, and sustainability of the Ajman Government’s human resources system.
