The Canada Parole Board has once more denied full parole to Allan Legere, a convicted serial killer, citing him as a persistent danger to public safety. This decision, announced on December 12, followed a thorough review of updated psychological and behavioral evaluations.
At the age of 77, Legere is notorious as the “Monster of the Miramichi” due to a string of heinous crimes in New Brunswick during the late 1980s. He was found guilty of five murders and multiple sexual assaults, incidents that sent shockwaves through local communities.
The parole board indicated that recent assessments reveal a significant likelihood of Legere engaging in violent criminal behavior and a moderate risk of sexual offenses. These conclusions stem from expert psychological evaluations and his behavior while incarcerated.
Concerns regarding Legere's troubling conduct in prison also factored into the ruling. Authorities noted that he has consistently struggled to adapt to institutional life and has not shown any noteworthy progress in rehabilitation. The board underscored the grave nature of his prior violations, referring to his acts as brutal attacks responsible for ending five lives.
Moreover, Legere's history of reoffending during periods of supervision heightened concern. His previous criminal acts, some committed while on mandatory release or after escaping custody, raise questions about his adherence to parole conditions if granted release.
The board also pointed out that Legere has yet to complete a high-intensity treatment program for sexual offenders, indicating he remains an untreated individual. This detail significantly influenced the decision against granting him parole.
Ultimately, the board reaffirmed that allowing Legere to re-enter society poses an unacceptable risk, with public safety being the paramount concern.
