Ukrainian President Volodymyr Zelenskyy has selected General Kyrylo Budanov, previously the head of military intelligence, to serve as his new chief of staff. This pivotal appointment marks a strategic shift, directing Kyiv’s efforts towards bolstering security, defence, and diplomatic initiatives.
Zelenskyy underscored the necessity for the Presidential Office to concentrate on its fundamental duties regarding national security, the enhancement of defence forces, and ongoing peace discussions. Budanov succeeds Andrii Yermak, who was ousted following investigations by anti-corruption bodies concerning suspected irregularities in the energy sector. While the President did not explicitly mention the investigation, he emphasized the urgency for renewed focus and discipline within government leadership.
At just 39, General Budanov stands as a significant figure within Ukraine’s military intelligence community. His service as the head of the Main Directorate of Intelligence (GUR) since 2020 has brought him recognition, especially after Russia's annexation of Crimea in 2014. Following the large-scale invasion in 2022, he has been instrumental in orchestrating intelligence operations and special missions aimed at destabilizing Russian military positions deep within occupied territories. His public communications often highlight the ongoing threats posed by Russia to both Ukraine and wider regional stability.
Budanov’s appointment illustrates a strategic integration of a seasoned military intelligence officer into the core of presidential decision-making, positioning him as a key player in political, military, and diplomatic coordination. Analysts suggest that his background and insights could enhance Ukraine’s negotiating power with Western allies and in discussions concerning prisoner exchanges with Russia.
Additionally, Zelenskyy has nominated Mykhailo Fedorov, 34, to serve as Ukraine’s new minister of defence. Fedorov is known for modernizing the military through advancements in drone technology and e-governance platforms, taking over from Denys Shmyhal, who was acknowledged for his role in expanding drone production to over 1,000 units daily.
Moreover, Oleh Ivashchenko, the current head of the Foreign Intelligence Service, will take over military intelligence from Budanov.
This leadership reshuffle signifies Kyiv’s intensified efforts to enhance its defence capabilities and diplomatic relations as the nation confronts a critical juncture in its ongoing conflict with Russia and related peace negotiations.
