The Philippine Coast Guard (PCG) has dispatched an aircraft to engage with a Chinese deep-sea research vessel that was detected near the northern coast, raising tensions in this critical Indo-Pacific area.
According to PCG reports, the Chinese vessel named Tan Suo Er Hao was located approximately 19 nautical miles off the Cagayan province coastline. The ship, designed for submersible and deep-sea research, was reported to be operating within a segment of the Philippines’ Exclusive Economic Zone (EEZ).
During the aerial surveillance, PCG pilots attempted multiple radio communications to ascertain if the vessel was conducting research without prior approval from the Philippine government. In compliance with both Philippine law and international maritime standards, foreign research activities within a nation’s EEZ require permission, which the Chinese ship failed to provide.
The 87.25-meter research vessel is said to have set sail from Hainan province in China earlier this month, subsequently entering waters claimed by the Philippines. Coast guard surveillance later indicated the ship’s movement toward the east, approximately 55.8 nautical miles from the municipality of Santa Ana in Cagayan.
The discovery was made possible through Canada’s satellite-based Dark Vessel Detection system, which helps identify maritime movements that may not be easily observable.
Cagayan's strategic importance is underscored by its hosting of military facilities available to United States forces under the Enhanced Defense Cooperation Agreement (EDCA), amplifying the geopolitical dimensions of the situation amid escalating regional tensions.
In response, China’s embassy in Manila defended its vessel's operations, asserting they were routine maneuvers. Beijing reiterated its position of not acknowledging certain Philippine maritime laws and affirmed its right to navigate under international maritime norms.
This incident is set against a backdrop of increasing regional unrest, including significant military drills by China around Taiwan, which involved rocket launches and simulated operations named “Justice Mission 2025,” following the U.S.'s proclamation of an unprecedented arms package for Taiwan.
Philippine Defense Secretary Gilberto Teodoro expressed serious concerns regarding China's military and coast guard maneuvers in the area, warning that these actions threaten stability in the Taiwan Strait and the broader Indo-Pacific region.
He highlighted that the expanding range of coercive actions poses serious implications beyond local relations, posing broader threats to regional security and international order.
