The State of Qatar has reaffirmed its strong condemnation of terrorism in all its forms and manifestations, regardless of who commits it or the motives behind it. The country described terrorism as a major threat to international peace and security, sustainable development, human rights, and the rule of law.
The statement was delivered by HE Permanent Representative of Qatar to the United Nations Sheikha Alya Ahmed bin Saif Al-Thani during the ninth review of the United Nations Global Counter-Terrorism Strategy at the UN Headquarters in New York City.
During her address, Her Excellency reaffirmed Qatar's commitment to the United Nations Global Counter-Terrorism Strategy. She said the country remains dedicated to implementing all four pillars of the strategy in a comprehensive and balanced manner while also following relevant resolutions adopted by the United Nations General Assembly and the United Nations Security Council, along with applicable international and regional conventions.
Her Excellency said Qatar believes that preventing terrorism requires tackling the conditions that allow extremist groups to grow. According to her, conflicts, foreign occupation, hate speech, and violations of human rights create environments that terrorist organizations exploit for recruitment and incitement.

She added that Qatar continues to support initiatives aimed at empowering young people, expanding access to education, and encouraging dialogue and mutual understanding as part of broader efforts to prevent violent extremism.
She also stressed that promoting tolerance and respect for religious values plays an important role in countering violent extremist narratives. Her Excellency emphasized that terrorism should never be linked to any religion, nationality, civilization, culture, or ethnic group. She also highlighted the importance of addressing terrorist threats fueled by intolerance, racism, xenophobia, and Islamophobia.
Her Excellency said Qatar has further strengthened its strategic partnership with the United Nations Office of Counter-Terrorism and was one of the first countries to provide financial support after the office was established.
She noted that since 2019, Qatar has provided an annual grant of $15 million, with the funding renewed through 2026. Qatar's total contribution has now exceeded $141 million, representing nearly one-third of all contributions made to the Counter-Terrorism Trust Fund. This makes the State of Qatar the largest donor to the United Nations Office of Counter-Terrorism.
Her Excellency said Qatar continues to support the Office of Counter-Terrorism through leadership, coordination, capacity-building, and technical assistance programmes that align with the priorities of the UN Global Counter-Terrorism Strategy review.
These programmes include efforts to combat terrorist travel, protect vulnerable locations, and improve security for major international sporting events.
She also highlighted that Doha has hosted the International Hub on Behavioral Insights to Counter Terrorism since 2020, making it one of the Office of Counter-Terrorism's main programme offices outside its headquarters.
Her Excellency welcomed the office's continued work in cooperation with the entities of the UN Global Counter-Terrorism Coordination Compact. She said these efforts help support member states while promoting transparency, accountability, unified results frameworks, and more effective UN assistance.
At the national level, Her Excellency said Qatar has continued to strengthen its legislative and institutional framework to combat terrorism. This includes measures to prevent and suppress terrorist financing and to criminalize terrorist acts in line with the country's international obligations.
She added that Qatar has adopted a comprehensive national strategy to combat terrorism and violent extremism that is fully aligned with the UN Global Counter-Terrorism Strategy. The strategy focuses on prevention, protection, prosecution, and recovery, and is implemented through coordinated action plans led by the National Counter-Terrorism Committee in cooperation with relevant national authorities.
Concluding her statement, Her Excellency reaffirmed Qatar's commitment at every level to supporting international efforts aimed at achieving the shared goal of a future free from terrorism.
