Criticism Mounts Following the Death of China’s One-Child Policy Architect

The recent passing of Peng Peiyun, the former leader of China’s Family Planning Commission and the architect behind the one-child policy, has sparked considerable public outcry across Chinese social media. Peng, who passed away in Beijing just shy of her 96th birthday, received formal accolades from state media regarding her contributions to women and children’s issues during her term from 1988 to 1998. However, the online discourse has been overwhelmingly critical.

Implemented from 1980 to 2015, China’s one-child policy was a stringent measure designed to control population growth. Reports of forced abortions and sterilizations from local officials raised extensive human rights issues. Many social media users have expressed their horror at the policy's legacy, sharing poignant reflections on the countless children who either were not born or who perished due to the policy.

Commentators are also drawing attention to the severe demographic repercussions currently facing China. Following years of stringent population management, the nation’s population saw a decrease for the third straight year in 2024, dwindling to 1.39 billion. This shift signifies China now has a smaller population than India, which surpassed it in 2023. Experts caution that this downward trend is likely to worsen, thereby jeopardizing the country’s labor force and economic development.

During Peng’s tenure, family planning initiatives disproportionately targeted rural regions, where larger families were traditionally desirable due to benefits in labor and elder support. The societal preference for male offspring led to gender disparities arising from selective abortions and the neglect of female infants. Observers lament that the children who could have contributed to society and the economy are now lost to history.

In recent years, Peng had shifted her views, advocating for a relaxation of birth limitations. Presently, the Chinese government is implementing measures such as childcare subsidies, extended maternity leave, and tax incentives to promote larger families.

As concerns regarding demographic trends rise, the economic burdens associated with a dwindling and aging populace have intensified. With fewer workers available to support retirees and escalating healthcare and pension expenses, local governments already grappling with debts are facing increased financial strain. The long-term economic health of China may depend on its ability to navigate these significant demographic transformations.
