Recently at the Sixty-Sixth Series of Meetings of WIPO in Geneva, the UAE’s Ministry of Economy and Tourism signed two important Memoranda of Understanding (MoUs). These MoUs, inked with the Spanish Patent and Trademark Office and the Moroccan Industrial and Commercial Property Office, aim to build stronger international cooperation on intellectual property (IP) in the UAE. The agreements were signed in the presence of Abdullah bin Touq Al Marri, the UAE’s Minister of Economy and Tourism.
Focused on Best Practices and Global Standards
The primary goal of these agreements is to align the UAE’s IP systems with international best practices. The UAE has made IP a strategic priority in its economic roadmap, including policies to attract global investment and innovation. By partnering with Spain and Morocco—countries known for their advanced IP systems—the UAE aims to accelerate its own standards and procedures to be fully up to international levels.
Digital Transformation of IP Processes
A major component of the MoUs is digital transformation. The agreements show the nations’ intent to share knowledge on modern digital platforms, ensuring that IP processes become faster, more transparent, and efficient. A key target is to move away from paper-based patent applications and toward fully digital processes. This may include shared access to Portugal’s or EU systems, automated workflows, and online document verification.
Talent Development for Future IP Experts
Another central pillar of the agreements is talent development. The UAE seeks to train IP professionals—examining patent applications, managing trademarks, and enforcing IP norms. Spain and Morocco will share their training modules and teaching methods. This knowledge exchange will include workshops, staff visits, and specialised courses on technology transfer, IP commercialization, and legal standards. These efforts will help the UAE build a steady pipeline of IP experts.
Enhanced Collaboration on Patent Registration
The MoUs also aim for more effective cooperation in industrial property and patent registration. This includes streamlining cross-border systems, mutual recognition of patent classifications, standardizing legal requirements, and addressing patent backlogs. The goal is to offer inventors and companies a smoother global registration experience, minimizing delays and harmonizing patent classifications.
AI Tools to Improve Patent Searches
Looking ahead, the agreements place special focus on integrating advanced technology such as artificial intelligence to aid patent search and classification. AI can analyze vast patent databases, suggest classifications, identify prior art, and flag possible disputes. Spain and Morocco will share their expertise and technical support on AI-driven systems, while UAE patent offices work to adopt similar solutions. This would significantly accelerate patent processing and improve search accuracy.
Minister Underlines UAE Commitment
During the signing, Minister Abdullah bin Touq Al Marri emphasized that these MoUs mark another step in the UAE’s ongoing effort to build a comprehensive IP ecosystem. This ecosystem includes digital platforms, regulatory frameworks, legal enforcement, and IP commercialization efforts. He stressed that partnering with Spain and Morocco supports knowledge sharing, better registration routes, and adoption of global compliance standards.

These partnerships are especially relevant because the UAE sees IP as central to innovation-led growth. Clear and efficient IP systems attract foreign investment and encourage local inventors to bring ideas to market with confidence. By learning from Spain and Morocco—both with reputable IP systems—the UAE ensures that its policies are effective and meet international standards.
Boosting the UAE’s Innovation Profile
Improving the IP landscape enhances the UAE’s profile in innovation. International companies, startups, and research institutions often consider local IP frameworks before choosing a country for investment or R&D. These partnerships also showcase the UAE’s openness to global collaboration, making it more competitive in attracting high-tech firms, academic partnerships, and entrepreneurial talent.
What’s Next for These Partnerships
Following the signing ceremony, the next step is implementation. This will involve joint working groups to design training programs, build shared digital platforms, establish AI patent-search systems, and review regulatory systems. Over time, the UAE, Spain, and Morocco may plan satellite events or workshops in their capitals, exchange best practices in IP education, and launch pilot projects in cooperation.
A Stronger Global IP Network
WIPO meetings bring together nations to foster global cooperation in IP. By joining forces with Spain and Morocco, the UAE strengthens international ties and expands its influence in global IP policy. This is aligned with the UAE’s broader vision to be a regional and global leader in new technologies, green innovation, and future-forward industries.
Through these MoUs, the UAE has taken a clear step toward building a world-class IP system. Embracing digital tools, training experts, standardizing patent procedures, and using AI in IP management are all important parts of modernizing its IP infrastructure. With strong partners like Spain and Morocco, the UAE is well-positioned to build a competitive, high-growth knowledge economy.
