Zelensky’s New Strategy: 20-Point Plan for Peace and Security

Ukrainian leader Volodymyr Zelensky has revealed an updated 20-point peace initiative designed to pave a way toward resolving the protracted conflict with Russia. This plan addresses core concerns raised by Moscow while also seeking robust security assurances from the US, NATO, and European allies to uphold Ukraine’s territorial integrity.

A key element of this initiative is the possibility of withdrawing Ukrainian troops from specific areas in the eastern Donbas region, which has been a significant demand in Russia's earlier demands. Instead of merely pulling out military forces, Zelensky proposes two frameworks: establishing a free economic zone or a demilitarized zone in the affected region, both aimed at easing tensions and facilitating economic interactions without endangering Ukraine’s security.

Zelensky highlighted that the most contentious matters—particularly those related to territorial control—will need to be addressed through direct discussions between Ukrainian and Russian leaders, recognizing that such complex issues cannot solely be resolved by negotiators.

While troop withdrawals are on the table, the plan seeks to retain a substantial Ukrainian military presence of up to 800,000 personnel, ensuring the nation can defend itself against any further threats.

Beyond the Donbas region, the peace proposal calls for the withdrawal of Russian forces from four additional Ukrainian territories currently impacted by conflict: Dnipropetrovsk, Mykolaiv, Sumy, and Kharkiv. These regions have experienced intense combat and are critical to Ukraine’s defense.

A sensitive topic within the plan pertains to the Zaporizhzhia nuclear power facility, currently under Russian control. The proposal suggests forming a special economic zone around this site to mitigate security risks and avert potential nuclear disasters.

Overall, this 20-point peace initiative aims to reconcile Ukraine’s security needs, its sovereignty, and the economic dynamics of conflict areas. By offering inventive solutions like economic zones coupled with firm international security guarantees, this plan could serve as a framework for reaching a sustainable resolution to the ongoing war.

The success of this peace effort depends largely on negotiations carried out at the highest political levels, as well as Russia's willingness to participate in meaningful dialogue.
