Xi Emphasizes Patience on North Korea's Nuclear Challenges Amid South Korea's Outreach to China

During South Korean President Lee Jae Myung's official visit to China, President Xi Jinping underscored the necessity for “patience” when addressing North Korea’s nuclear ambitions. This came as Lee requested Beijing to mediate in rekindling dialogue and reducing tensions on the Korean peninsula.

In Shanghai on Wednesday, Lee highlighted the need for Xi to play a constructive role in fostering peace concerning North Korea's nuclear developments. He remarked that the communication links between North and South Korea have entirely collapsed, with trust diminished between the two nations.

Lee relayed that Xi recognized the ongoing efforts and highlighted that patience would be essential for progress. Chinese Premier Li Qiang also expressed aligned views during the discussions, suggesting that Beijing is responding positively to Seoul’s mediation request.

Lee emphasized understanding North Korea’s security issues, noting that previous military postures from South Korea may have exacerbated Pyongyang's perception of threat. He pointed out that extended hostility has aggravated tensions, complicating the process of reconciliation and renewed dialogue.

This visit was significant as it marked the first official trip to China by a South Korean leader since 2019, including a prior meeting between Lee and Xi in Beijing. The two leaders also convened recently in South Korea during the Asia-Pacific Economic Cooperation summit, engaging in discussions twice in a brief period.

China's state-operated People’s Daily welcomed the bilateral meetings, labeling them a positive sign for relations. An editorial encouraged both nations to leverage this momentum, advocating for enhanced cooperation while recognizing their differences in political systems and ideologies.

The editorial underscored the necessity of fostering exchanges among youth, media, think tanks, sports entities, and local communities, reminding of their shared wartime history against Japan while urging collective efforts to uphold the legacy of World War II and maintain stability in Northeast Asia.

Lee aims to improve relations with China after years of tension, particularly following South Korea's decision to deploy a US missile defense system in 2016, which led Beijing to impose unofficial restrictions on South Korean cultural exports.

During the recent summit, both sides agreed on the importance of reinitiating communication with North Korea and resuming cultural exchanges, according to Seoul. Nonetheless, China's official statement did not directly address the North Korean nuclear situation.

Simultaneously, North Korea has persisted in developing its nuclear and missile capabilities, conducting a hypersonic missile test on the day of Lee's arrival in China. Leader Kim Jong-un characterized this as crucial for enhancing their nuclear deterrent.

Since the onset of the Ukraine war in 2022, North Korea has accelerated its arms development and reportedly provided Russia with troops and weapons in exchange for support and technology. Kim has dismissed talks with South Korea and stated that any future engagement with the United States would necessitate acknowledgment of North Korea as a nuclear power.

Lee suggested a phased and realistic strategy could facilitate dialogue, acknowledging that immediate denuclearization is improbable. His proposal includes focusing on halting further nuclear advancements, constraining missile production, and preventing nuclear material proliferation while aiming for a nuclear-free Korean peninsula in the long term.

He articulated that China agreed to communicate South Korea’s earnestness and proposed approach to North Korea, indicating careful yet meaningful support for renewed diplomatic endeavors.
