Ukrainian President Volodymyr Zelenskyy has signaled a willingness to withdraw forces from Donbas, contingent upon Russia's withdrawal and the establishment of a demilitarized zone monitored by international agencies.
In recent remarks, Zelenskyy explained that this proposal stems from a collaborative peace effort during ongoing discussions between Ukraine and the U.S. While certain details remain in flux, he described it as an effort to resolve a central issue within ongoing negotiations.
“The question of Donbas presents one of the most challenging obstacles,” he acknowledged, recognizing the sensitive nature of governance and security in the region.
Demilitarized Free Economic Zone
The outlined proposal includes transforming Donbas into a demilitarized “free economic zone,” initially suggested by the U.S. Heavy military presence would be restricted, with international forces responsible for ensuring compliance and curbing potential hostilities.
Zelenskyy pointed out that several questions remain unanswered, particularly regarding troops' withdrawal distance, the location of international forces, and governance strategies. He emphasized the need for high-level talks and public endorsement for any agreements.
He reiterated that any finalized peace deal would be subject to a national referendum in Ukraine.
No Indication from Russia
Currently, Russia has not signaled any intention to withdraw from the territories it took control of during the invasion nearly four years ago. It continues to demand that Ukraine relinquish areas it controls in Donbas, a condition firmly rejected by Kyiv.
Russian forces dominate much of Luhansk and around 70% of Donetsk, which together comprise Donbas.
In response to the latest developments, Kremlin spokesperson Dmitry Peskov mentioned that Moscow will assess its stance following briefings from presidential envoy Kirill Dmitriev, who consulted U.S. officials over the weekend, but provided no further insights.
U.S. Involvement in Diplomacy
American diplomats are simultaneously engaging in discussions with both Ukraine and Russia since U.S. President Donald Trump introduced a ceasefire proposal last month, perceived to favor Moscow. This prompted Ukraine and its European allies to advocate for a revision more considerate of their interests.
Zelenskyy mentioned that talks with Washington have aligned several contentious points, even though some Ukrainian proposals are awaiting acceptance.
“In essence, we’ve bridged most positions significantly,” he noted, indicating that consensus has been reached on key draft components.
Controversy Surrounding Zaporizhzhia
Consideration for a demilitarized region is also in progress around the Zaporizhzhia nuclear plant, currently under Russian control. A proposed three-nation consortium involving Ukraine, Russia, and the U.S. would allocate equal control to each party.
Zelenskyy deemed this proposal impractical, suggesting instead a joint venture with the U.S. obtaining a 50% stake, granting it authority over energy distribution, including potential allocations to Russia.
Zelenskyy indicated that resuming operations at the plant would need substantial investment, including necessary repairs to related infrastructure. Efforts to establish a demilitarized free economic zone surrounding Enerhodar have also stagnated following extensive discussions.
Military and Security Provisions
The draft includes robust security provisions modeled after NATO’s Article 5, ensuring that an attack on one member equates to an attack on all. A separate agreement with the U.S. would clarify activation protocols for these guarantees and monitoring for any ceasefire.
Moreover, this plan suggests maintaining Ukraine's military at an estimated 800,000 personnel during peacetime, a point of contention given Moscow's longstanding requests for limits on Ukraine’s military size. It also aims to set a timeline for Ukraine's accession to the European Union.
Political and Economic Recommendations
Apart from security measures, the framework encompasses economic and political aspects. Elections in Ukraine are proposed to occur after the agreement's ratification as Zelenskyy’s current term is set to conclude in May 2024.
The document advocates for expediting a free trade arrangement between Ukraine and the U.S., along with a similar initiative with Russia. Kyiv seeks temporary preferential access to European markets and a global funding strategy to boost vital industries.
Ukraine anticipates mobilizing around $800 billion for reconstruction via a combination of equity, grants, loans, and private investment. It also calls for the immediate release of all individuals detained since 2014, including civilians and political prisoners.
Continuing Conflicts
Despite ongoing diplomatic efforts, violence persists. Russian authorities reported an explosion in Moscow on Wednesday, resulting in the deaths of three individuals, including two police officers. Ukrainian military intelligence reports indicated the blast targeted individuals involved in Russia’s war activities, though further details were not disclosed.
Zelenskyy underscored the complexity of achieving a sustainable peace, emphasizing the need for an agreement that considers territorial dynamics, security assurances, and public opinion.
