The Government of Abu Dhabi has unveiled plans to broaden the availability of Microsoft 365 Copilot within its public sector, integrating generative AI tools for 35,000 government personnel. This initiative aligns with the emirate's objective to establish itself as the leading AI-native government by 2027.
Under the Frontier Employee Programme, the recent deployment includes 26,000 civil servants from 27 government bodies, adding to the previously issued 9,000 licenses. Consequently, the overall tally of Microsoft 365 Copilot licenses has reached 35,000.
This deployment positions Microsoft 365 Copilot as the fundamental AI productivity tool for the Abu Dhabi Government, integrating generative AI into routine operations and public service functions. Authorities anticipate that AI-based decision-making will enhance service delivery and responsiveness for citizens, residents, and businesses alike.
All licenses for Microsoft 365 Copilot granted under this initiative are equipped with Advanced Data Residency (ADR), ensuring all AI processing occurs within the UAE, thereby supporting a model of sovereign AI deployment that is garnering increased international attention.
The program also comprises comprehensive training and certification to equip employees with the skills to utilize the technology effectively and responsibly in their roles.

His Excellency Wesam Lootah, Director General of GovDigital at the Department of Government Enablement (DGE), remarked: "Abu Dhabi is cultivating an AI-native framework by design, where technology enhances operational efficiency and community service. The extended use of Microsoft 365 Copilot is a pivotal milestone in empowering our workforce with cutting-edge AI capabilities while ensuring a secure and sustainable adoption process. Through the Frontier Employee Programme, we are equipping our personnel with necessary tools for future innovation in the public sector."

The Frontier Employee Programme is reinforced by a robust AI Adoption and Enablement framework, comprising structured deployment strategies, change management processes, and user training. This framework aids in promoting responsible, secure, and effective AI implementation across the various governmental sectors.
Prior to implementation, the programme is subjected to thorough security, data governance, and readiness evaluations to ensure compliance with established protection and security protocols.
The rollout of Microsoft 365 Copilot marks a progressive milestone in the ongoing collaboration between the Department of Government Enablement (DGE) and Microsoft, encompassing facets such as cloud infrastructure, cybersecurity measures, AI-driven services, and advancements in workplace technology.
In March 2025, DGE formalized an agreement with Microsoft and Core42 to establish a sovereign cloud environment capable of handling over 11 million daily digital interactions among Abu Dhabi Government entities, citizens, residents, and businesses. This infrastructure is custom-made to bolster the emirate's vision of an AI-native government.
Abu Dhabi's AI-enhanced government services platform, TAMM, also employs Microsoft technologies, notably Dynamics 365, Power BI, and Azure, currently offering upwards of 1,150 public and private services via a singular digital interface.
Furthermore, Microsoft and DGE have enhanced their cybersecurity partnership to safeguard Abu Dhabi's digital government networks. This collaboration is anchored by the central Government Security Operations Centre (GSOC), based on Microsoft Sentinel and Defender XDR, which supports around 60,000 users and numerous government workloads.
Abu Dhabi is also investing in the development of an AI Factory to facilitate the creation and proliferation of AI-driven solutions across governmental operations.
This initiative aspires to cultivate hundreds of AI use cases and deploy over 1,000 AI agents throughout the public sector, tasked with functions such as document processing, addressing citizen inquiries, analyzing policies, and automating workflows—progressing toward the emirate's aim of becoming the first AI-native government by 2027.
